Modcon Living is a nonprofit serving Franklin County residents with home-improvement goals — including operating a "tool library" that lends tools for a modest annual fee. Modcon recently hosted a press conference with city leaders as they announce lien forgiveness legislation, the proposed legislation would ensure more equitable distribution of funds to low-income residents.
